Value Capturing – A Preferable Option for Funding Public Transport Hubs?

In the vast majority of cases, regional and local public transport services are not cost-covering, and require subsidies from public funds. At the same time, public transport services and, particularly, access facilities to these services through stations and hubs, increase the value of private land and properties within the stations’ catchment areas, as they enhance spatial accessibility and attractivity. In this context “value capturing” attempts to recover a certain share of value increase in private properties in order to cover inititial investment costs or ongoing operating and maintenance costs of public transport services.
This Master thesis shall investigate different concepts of value capturing methods with main focus on mobility hubs, provide a few international application examples, and explore possible challenges of applying the concept of value capturing in Germany.
As the literature for this topic is mainly available in English language, this Master thesis is recommended to be written in English (however, writing the thesis in German is possible, too).
